Kiama Council overcharges for bins by $8000

A NSW couple have slammed their council for overcharging them for their rubbish bins and have warned other ratepayers to check their bills to make sure they are also not being overcharged.

Geoff and Kim Oppert made the decision to downsize their bin after their daughter moved out of home, a decision that was intended to shrink their rates but backfired on them.

Due to a mistake on their bills and Council jargon, they ended up paying twice as much for their red general waste bin after they were charged for two bins by Kiama Council.

“Over 12 years we paid $16,000 in garbage waste disposal and it really should have been half that,” Mr Oppert told A Current Affair.

“Our rate notice doesn’t clearly say how many bins we have. It’s bureaucratic speak no one could understand.”

The rates described the number of bins as ‘rateable value’, language they didn’t realise meant quantity.

They’ve warned people all across the country to make sure they don’t make the same mistake.

“Check your rates notice and make sure you‘re not getting ripped off,” he said.

In another twist, despite fixing their mistake on the couple’s next bill, Kiama Council will not refund the Opperts the $8000 they were overcharged.

Instead, they will only refund $1624.33 for the amounts paid in the past two years.

“It is so unfair and just not right,” Mrs Oppert said.

“It was their mistake not ours, and they admitted it.”

The Council has said that the partial refund was “in accordance with the law”

“Like any bill or bank statement, the onus is on the customer to check their documentation and notify the issuing authority of any discrepancies,” they told ACA.

“We are sorry that this regrettable situation has arisen and that the error in this customer’s bin service was not picked up earlier.”

The council also confirmed they would undertake an audit of their waste services to ensure that ratepayers are being charged correctly.
